In Team Policy Debate, there are a total of 8 speeches in the round -- 4 delivered by the Affirmative team and 4 delivered by the Negative team.
The first speech in a Team Policy Debate is called the 1AC -- this means it's the 1st speech from the Affirmative team and it's a constructive speech (rebuttal speeches are in the 2nd half of the debate). The purpose of the 1AC is to set the foundation of the debate -- identify a problem that is aligned with the overall resolution, present a solution to that problem, and rough plan of how to implement the solution.
